With the theme of "Engineering technology promotes sustainable innovation", the 9th Sino-Russian engineering and technology forum was held in Beijing, Tianjin and Moscow on December 6, 2022.

Zhang Yuzhuo, secretary of the leading Party members group, vice president in charge of daily work and chief executive secretary of the Secretariat of the China Association for Science and Technology (CAST), Zhang Gong, deputy secretary of the Tianjin Municipal Committee of the Communist Party of China (CPC) and mayor of Tianjin, delivered video speeches respectively.

Drukarenko Sergei Petrovic, chief executive secretary of the Russian Union of Scientific and Engineering Associations (USEA), delivered an online speech.

The forum was presided over by Luo Hui, member of the leading Party members group and director of the Department of International Affairs of CAST.

Zhang Yuzhuo said that President Xi Jinping emphasized that sharing engineering scientific and technological achievements is an important approach to achieve common development.

While noting the forum is a bridge to facilitate mutual learning, win-win cooperation and long lasting friendship between the China and Russia sides, Zhang hoped that it would bring forth more opportunities to rally scientific elites, connect universities and institutes, S&T enterprises and innovation projects of both sides to accelerate achievement transformation, technology transfer and industrialization cooperation.

Zhang expected the forum could help Tianjin with its industrial revitalization, and promote the integration and development of science, technology and economy between the two sides.

Zhang put forward three suggestions as follows:

-- We should facilitate mutual learning and deepen exchanges and cooperation to find solutions to major global challenges including carbon peaking and neutrality.

-- We should build an open source sharing platform to promote high-level cooperation with diversified and barrier-free dissemination of knowledge to better communicate engineering technology knowledge and ideas.

-- We should promote international mutual recognition of engineers' qualifications. We should promote sci-tech exchanges and cooperation in a wider range and at a higher level of the two sides, and push forward the innovation of global engineering technologies.

In his speech, Zhang Gong expressed his sincere welcome to the participating experts.

While noting that with its advantageous location, convenient port areas and prevailing industrial development, Tianjin had extensive cooperation with the Russian side, Zhang believed the forum will play an important role in deepening exchanges and cooperation of the two sides.   

Zhang expected the forum could bring good opportunities for Tianjin to get engaged in sci-tech innovation, technical cooperation, achievements transformation and other work to boost high-quality development of the two sides, thus making new contributions to consolidating and deepening comprehensive strategic partnership of the two countries in the new era.

Drukarenko said that jointly sponsored by the USEA and CAST, the forum is a big event of the engineering and technological circles and an important measure to implement the memorandum of understanding on cooperation between the two sides.

Drukarenko stressed that sectors such as information, environment, and food  need high-quality engineers and emerging technologies to ensure their running security. And the Russian side is attaching importance to the innovation and development of engineering technology.

Drukarenko added that the USEA and CAST have the preconditions to put comprehensive plans of science, technology and innovation cooperation into reality. In the future, both sides will tap respective potential in talent, science, technology and education to promote knowledge production, technology dissemination and industrial development in the field of engineering and deepen exchanges and cooperation to enhance the friendship between peoples of both sides.

At the main forum, 7 experts including Gong Ke, former president of the World Federation of Engineering Organizations (WFEO), Rao Zihe, Liu Changsheng and Wu Yichan, academicians of the CAS, and academicians of the Russian Academy of Sciences (RAS), the Russian Academy of Natural Sciences, and the Russian Academy of Engineering (RAE), delivered keynote speeches respectively on topics including research development of COVID-19, intelligent technology, new energy and new materials.

The science park of Moscow State University, Beijing International Exchange Association (BIEA), Tianjin (Binhai) Offshore Innovation and Entrepreneurship Base for Overseas Talents, science park of Nankai University, science park of Tianjin University, and Beijing Tianjin Zhongguancun science and technology city jointly initiated China (Tianjin) Russia science and technology innovation and entrepreneurship cooperation network.

With principles of sharing resources, complementing technological advantages, promoting businesses and sparking innovation, the network will try to attract enterprises, universities, research institutes, investment and financial institutions, and S&T intermediary organizations from both sides to make concerted efforts to strengthen in-depth cooperation in the fields of sci-tech achievements transformation, talent cultivation and S&T enterprises flourishing.

Sponsored by CAST and the USEA, and organized by the National Communication Center for Science and Technology of CAST, Tianjin Association for Science and Technology (TAST) and other units, the forum got support from more than 10 international societies, national societies and innovation bases.

The forum was livestreamed on Guangmingwang and CCTV net, attracting 5.163 million view hits.

During the forum, a series of activities were held, including roundtable on China- Russia engineering capacity building, parallel session of artificial intelligence innovation, parallel session of nuclear medicine innovation, roadshow of projects and competition of innovation and entrepreneurship.

The Sino-Russian engineering and technology forum has been held for 9 consecutive years since 2014.

The forum aims to build a high-end platform for academic, technological and industrial exchanges and cooperation between China and Russia, and promote extensive and in-depth exchanges between the two sides in the field of engineering and technology as well.

Focusing on shipbuilding, aviation, robotics, information security and other fields, the forum has played an important role in strengthening multi-field and multi-level cooperation in engineering technology between China and Russia, promoting technological innovation and industrial development, helping achieve sci-tech cooperation among countries alongside the Belt and Road region, and boosting the integration and development of local science, technology and economy.
