The China Association for Science and Technology (CAST) held a meeting to discuss the developing of the Outline of the National Scheme for Scientific Literacy (2021-2025-2035) (hereinafter referred to as the "Outline") in Beijing on August 31, 2020.
Meng Qinghai, director of the Implementation Office of the National Scheme for Scientific Literacy, vice president of the Chinese Association for Science and Technology (CAST), and executive secretary of CAST presided over the meeting.
Yin Hao, member of the Leading Party Member's Group of CAST, leading officials of 18 national academic societies including the Chinese Physical Society (CPS), the Chinese Chemical Society (CCS), and the Chinese Meteorological Society (CMS), presidents and vice presidents of more than 10 CAST local branches including Beijing, Tianjin and Shanghai Associations for Science and Technology, and heads of the Department of Science Popularization, China Research Institute for Science Popularization (CRISP), China Science and Technology Museum (CSTM), Children & Youth Science Center (CYSC), and Rural Special Technology Service Center of CAST attended the meeting.
The meeting heard a report from the leading office about development of the Outline, and exchanged ideas and shared insights on the draft framework of the document.
The meeting said that the forthcoming Outline fully implements Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and highlights President Xi Jinping's important remarks that "scientific and technological innovation and science popularization are the two wings of achieving innovative development, and science popularization should be placed at the same important position as scientific and technological innovation".
The meeting applauded the preliminary thematic research put forward by the experts of the compiling group, saying they have made the future trends of scientific literacy at home and abroad clear.
The meeting emphasized that, combining the development of national scientific literacy in the next 15 years, especially during the 14th Five-Year Plan, with the needs of China's economic and social development, the new Outline would play a guiding role to improve the scientific literacy of Chinese people.
Participating experts gave special advice on how to improve scientific literacy of special groups as the young generation in rural areas, the senior people, and labors in industry.
They also made good suggestions on how to make S&T resources better serve science popularization, as well as how to propel the industrialization and standardized construction of science popularization.
The meeting stressed that, shouldering the new mission of the new era, the new Outline should maintain its high-standard profile to better serve the all-round development of the people, the innovation-driven development, the modernization of the social governance system, and the building of a community with a shared future for mankind.
The meeting announced that experts of the compiling group would further study the relationship among the forces of science popularization, optimize the top-level design, mobilize resources from all social sectors, and pay more attention to strengthening legal and institutional construction to ensure smooth implementation and development of science popularization. For this purpose, any suggestions on developing the new Outline are welcomed and will be carefully considered in its development.
