The forum, themed "Connection, Mutual Learning, Participation: New Mission of STM Journals in the Era of Big Data", discussed innovative development for sci-tech journals, centering on frontiers and hotspot issues of open science as well as publication and communication.

Huai Jinpeng, executive vice president and chief executive secretary of CAST, attended the forum and delivered a speech.

Also present at the forum were Yang Wei, academician of the Chinese Academy of Sciences (CAS), professor and former president of Zhejiang University, and former president of the National Natural Science Foundation of China (NSFC), Cao Jianlin, former vice minister of the Ministry of Science and Technology and editor-in-chief of Light: Science & Applications, Rao Zihe, member of the Presidium of the Academic Divisions of the CAS and member of the Standing Committee of the Chinese People's Political Consultative Conference (CPPCC), as well as Lyu Zhaoping, executive secretary of CAST.

To facilitate scientific innovation and discovery is a major goal for the academic community to establish sci-tech journals, said Huai in his speech.

He pointed out that sci-tech journals constitute an important platform for researchers to debut their findings, and represent peer recognition among the academic community; sci-tech journals are an important disseminator of major scientific discoveries and results, and are of great significance for establishing orderly rationality of the society; sci-tech journals also offer important support for promoting the spirit of science, spreading scientific methods, and serving social development, he added.

The COVID-19 epidemic has posed a severe threat to the world, exerting profound impacts on the development models of the world's technology, economy and society, Huai noted. As countries in the world work together to deal with the major public crisis, sci-tech journals have played an increasingly important and unique role.

International journal publishers should adhere to their responsibilities and missions to gather scientific findings, promote the spread of knowledge, guide sci-tech development, serve the well-being of mankind, facilitate sci-tech innovation with openness and interconnectivity, and effectively serve the creation, spread, application, and translation of knowledge, Huai stressed.

They should also boost the reform of the publishing industry through exchanges and mutual learning, thus creating a more prosperous and dynamic publishing market, Huai added.

He emphasized that international journal publishers should cope with challenges of our time through collaboration and co-governance, and make concerted efforts to make the academic ecology healthier and better-organized.

While guaranteeing quality domestic services, China’s journal publishing industry should keep deepening international cooperation, so as to contribute to the realization of the UN Sustainable Development Goals and the building of a community with a shared future for mankind, Huai remarked.

Ian Moss, CEO of the International Association for Scientific, Technical and Medical Publishers (STM), delivered a speech in which he introduced his understanding on both the current development and future development trend of internationalization in the sci-tech journal publishing industry.

Academician Yang Wei pointed out in his speech that to jointly tackle global crises, Chinese journal publishers should share global scientific achievements with their international counterparts, and realize a transformation from "share" to "care".

Nick Fowler, chief academic officer of Elsevier, talked about technological innovation and open science campaign, saying global publishers are getting deeply involved into the scientific research and communication to promote orderly and robust development of publishing.

International publishers need to maintain frequent interactions and intensify cooperation, when facing the challenges in infrastructure, quality, and cost control under transfer protocols and multiple publishing models, remarked Arnout Jacobs, president of Springer Nature China.

Judy Verses, executive vice president of global publisher John Wiley & Sons, Inc., called on global academic publishers to seize the opportunities generated by technological reforms, upgrade the academic publishing industry, and actively explore coordinated development to better serve scientific research innovation and social development.

The forum was attended by nearly 200 representatives, including Li Jun, vice president of China Periodicals Association (CPA), Zhou Dejin, director general of the Bureau of Science Communication of CAS, Zhang Jichen, general manager of China National Publications Import & Export (Group) Corporation (CNPIEC) and Party chief of the corporation's Communist Party of China (CPC) Committee, as well as representatives from relevant administrative departments of sci-tech journals and domestic and foreign publishers of sci-tech journals.

The forum was broadcast live in both Chinese and English on platforms including Gmw.cn, Sina.com.cn, Baidu, Ding Talk, and Kczg.org.cn.
