The China Association for Science and Technology (CAST) held a meeting to discuss the developing of the Outline of the National Scheme for Scientific Literacy (2021-2025-2035) (hereinafter referred to as the "Outline") at the China Hall of Science and Technology in Beijing on October 21, 2020.

The meeting was presided over by Huai Jinpeng, executive vice president and chief executive secretary of the China Association for Science and Technology (CAST).
Ren Maodong, executive deputy director of the Working Committee for the Care of the Next Generation in China and deputy director of the Education, Science, Culture and Public Health Committee of the 11th and 12th National People's Congress (NPC), Zhang Yi, head of the National Institute of Social Development (NISD) of the Chinese Academy of Social Sciences (CASS) , Liu Qing, deputy director of the China Institute of International Studies (CIIS), Li Jianzhong, deputy director of the Chinese Academy of Personnel Science, Zhou Jianzhong, research fellow at the Institutes of Science and Development of the Chinese Academy of Sciences (CAS), Shi Nan, executive vice president of the China Association of City Planning, Chen Jin, professor at Tsinghua University, and Jia Hepeng, professor at Suzhou University attended the meeting.
Meng Qinghai, vice president and executive secretary of CAST and director of the leading office about development of the Outline, and Yin Hao, curator of the China Science and Technology Museum attended the meeting.
The meeting heard a report by the leading office on the progress of the preliminary draft of the Outline.
The experts at the meeting discussed the Chinese citizen's scientific literacy promotion work in the new era and the preliminary draft of the new "Outline".
They fully affirmed the formulating philosophy of the new "Outline", and proposed suggestions on it from perspectives of policy guarantee, implementation team construction and going global strategy. Their constructive and operational suggestions are conducive to making science popularization better serve the overall development of the people, innovation-driven development of the nation, the modernization of the governance system and capabilities, and the building of a community with a shared future for mankind as well.
The meeting stressed that China is now facing a new stage of development and forming new development patterns.
We must thoroughly implement the instructions of President Xi Jinping at the symposium attended by scientists in this September and his early remarks that science popularization has the equal importance as sci-tech innovation, so as to promote scientific literacy construction in China to cover man’s entire life cycle, build optimized ecological environment to achieve high-quality development, and cultivate favorable scientific and cultural conditions to strengthen our confidence in the culture and independent innovation.
Leading officials of the Department of Science Popularization of CAST and the writing group of the new "Outline" attended the meeting.
